Empowering Learners for the Age of AI: An AI Literacy Framework for Primary and Secondary Education

The OECD and European Commission released a finalized AI Literacy Framework on 18 June 2026, defining competencies across four domains—Engage with AI, Create with AI, Manage AI, and Shape AI—for primary and secondary education globally. The framework, informed by consultation with over 2,000 stakeholders across 100+ countries, translates abstract AI literacy into classroom-ready learning outcomes at basic, intermediate, and advanced levels, with embedded learning scenarios and exemplar activities. It prioritises learner agency, metacognition, and ethical judgment, emphasising that AI systems are not human and cannot replace human relationships or judgment.
As AI becomes embedded in daily life and education, policymakers and educators need a globally aligned, evidence-based framework to integrate AI competencies into curricula without adding another subject. This framework provides the shared reference point for future teacher training, curriculum design, and national education strategies—directly informing how the next generation is prepared for an AI-enabled world.
Education ministries should map the four AI literacy domains against existing curriculum standards and begin piloting classroom exemplars; teacher training programs should adopt the competency framework as a baseline for upskilling educators.
