Florida AG moves to enjoin OpenAI from developing new models without independent oversight

On 28 September 2026 Florida Attorney General James Uthmeier filed a motion in the 10th Judicial Circuit (the state's June lawsuit against OpenAI) for a temporary injunction barring OpenAI from developing new AI models without third-party independent oversight, ordering it to keep minors off ChatGPT and barring human attributes on the chat platform; OpenAI confirmed it has paused training its most capable models pending additional safeguards.
This is the first state AG attempt to use a court injunction as a de facto development pause on frontier AI — a binding-order route distinct from legislation. If granted, it would create a template for other states to constrain model training via state courts, materially affecting US frontier-model development.
